[Centres] Refund of Rider Registration Fees

Centre Secretaries and Treasurers,

 

Earlier this year, as a result of the necessity to lock down Centres due to
the COVID-19 pandemic, a number of Centres asked about refunding Rider
Registration Fees which had been paid by riders.  

 

At that time it was not possible to give an answer because there were many
possible variables.  It was not known what the overall effect was going to
be in relation to such matters as:

*	the length of the lockdown;
*	the possible resumption of riding later in the year; and
*	whether the riders at the start of the year would be the same riders
that would have been expected to ride in the second half of the year.  

 

There were other factors, including the source of the funds used to pay the
Rider Registration Fee (for example, Active Kids Vouchers and NDIS payments
in particular) and how these would need to be dealt with.

 

The Board, in conjunction with and on the advice of the Finance Committee,
has arrived at a solution.  To give effect to this solution, the Board will
need to liaise with each of the affected Centres as there are a number of
different scenarios that could apply.  However, the basis of the Rider
Registration Fee that will be payable for the year is that it would be
levied at the rate of $10 per ride up to the maximum of $87 for the year
(which is reached with the ninth ride).  

 

This calculation does not apply in relation to any payments made out of the
Active Kids Vouchers as the Office of Sport has stated that the sporting
associations (including RDA (NSW) and its Centres) can retain those funds
and do not need to refund them.

 

If your Centre is in a position where it is considered that a refund of a
Rider Registration Fee could be made to the Centre's riders, please contact
State Office.  The Board will then make arrangements with the affected
Centres to arrive at an appropriate arrangement, based on the particular
factors relating to your Centre and the riders to make sure that neither the
riders nor the Centres are adversely affected.
