[Centres] SSO/SSOD Grant from Office of Sport to RDA (NSW) Centres

Tracy was able to source grants for each Centre from the Office of Sport.
The grants, at $1,000 per Centre, were made available because of the
COVID-19 lockdown of sporting activities and are intended to help
compensate, in part at least, "grass roots" sports groups (RDA (NSW) Centres
in our case) for the funds lost as a result of that lockdown due to the
inability to collect other funding, such as fees from participants (in our
case, riders).
I must apologise at the outset because we do not yet have all of the
necessary information. The grants were announced and applications had to be
lodged within a matter of three business days from the time that the grants
were announced and we, along with other "head State Sporting Organisations"
were given a briefing.
At that briefing, there was preliminary, general, information provided at
the time and more is still to be obtained. The Board will inform Centres as
we find out more. In the meantime, it is hoped that the following
information will help. However, to make sure that Centres received the
funds as soon as possible, the funds are being transferred to Centres now.
The transfers will have the description of the funds transfer being "SSOD
Sport Grant".
These grants are to cover "fixed expenses". The examples which were given
during a briefing session were the costs of insurance and rent/lease
expenses. More information is yet to be obtained from the Office of Sport
to let us know what else would be covered under this grant. The Board will
let Centres know as soon as the information is available.
After more information is circulated to Centres about this grant (hopefully
in the next few days), if anyone has any questions about whether any
particular item is covered by the grant but is not covered under the
information which we expect to receive, please let the Board know and we
will follow it up with the Office of Sport.
Unlike other grants, Centres will need to account for this expenditure to
State Office as the Office of Sport has put the responsibility onto the
"head organisation" (in this case, RDA (NSW)) for distributing and managing
the funds. RDA (NSW) will also have to monitor the expenditure on behalf of
the Office of Sport. This was one of the conditions and it would appear to
have been done this way so that the funds could be distributed faster to
more organisations with less strain on the resources of the Office of Sport.
A form will need to be completed by each Centre. This form is to confirm
that each Centre is eligible to receive the grant and RDA (NSW) is required
to monitor that each Centre completes the form. Details about that form
will be sent to Centres soon.
Each Centre is to make sure that they comply with the terms of the grant
(which includes the appropriate reporting using that form). We have been
told that any grant recipient which does not meet the grant criteria will
have to return the funds.
The grant application was made on the basis that each Centre which receives
these funds will be eligible for them and able to use them solely for the
purposes for which they were made by the Office of Sport. Any funds that
cannot be spent for the purposes as permitted under the grant will have to
be returned to the Office of Sport.
While the amount of each grant was said to be $1,000 and as the Board had to
apply for each Centre, there was a question as to whether the amount was to
be increased by $100, which would be the amount of GST. As we do not know
if GST was to be included and there was no ability to find out more in the
time available for the application to be lodged, as a precaution the
application was made to include that amount until we find out more.
If GST should not have been included in the making of the grant application,
the Board will need to return the amount of $100 per Centre to the Office of
Sport. It is for this reason that the full amount received will not be
transferred to the Centres at this stage. However if the grant application
should have included the amount of GST, the $100 will be sent to Centres as
soon as possible.
