[Centres] Questions relating to voting for Directors

Centre Secretaries,
As it has been a long time since there have been more nominees for the
position of Director, the Board has, understandably, received enquiries from
some Centres about the process for voting. In particular, who at the
Centre, can take part in the voting process on behalf of the Centre and
other, related, matters.
The decision on the voting is that of the Centre. As a result, the decision
on how it is done is up to the Centre's Committee and, as such, should not
be left to one person. The Committee can decide whether the decision will
be that of the Committee only or if it will be the decision of all of the
financial Members of the Centre.
While there are no specific directions on how this can be done, the Centre
may consider the provisions of Clause 28(h) of the State Constitution, but
modified to suit the requirements and specifics of the Centre, as a guide.
This would include letting those from the Centre (Committee and/or financial
Members as appropriate) who will vote have a copy of the ballot paper and
the Nominee profiles. They can then cast a vote on the nominees and send
their vote to the Committee.
Clause 28(h) of the State Constitution states:
28(h) The ballot shall take place in the following manner:
(i) The Electoral Officers shall be the Secretary,
the Chairman and one other Director;
(ii) The Chairman will appoint a Scrutineer;
(iii) The Electoral Officers shall produce a sheet on which the names of
each candidate is recorded (Candidate Sheet);
(iv) The ballot envelopes received by the Secretary and held in the ballot
box shall be opened;
(v) The successful candidates shall be the ones with the highest number of
first votes from the counting of the ballot papers.
(vi) In the event that there are equal votes cast for two or more nominees
for any position, the ballot is to be repeated using only the names of those
nominees referred to in this Clause 28(h).
Of course, the persons who perform the above tasks are to be decided by the
Committee.
Once the order in which the voters at the Centre place the nominees is
determined, the Committee completes the Centre's ballot and send it to State
Office. This is not mandatory for the Centre, but it could be used as a
guide.
